Dr. Alphonse Louis Erayil IPS

Former Director General of Police, Kerala

Dr. Alphonse Eerayil IPS, former Director General of Police (DGP), Kerala, has had a distinguished service, serving the force in different capacities. A first rank holder from the Morgan State University, Baltimore, USA, Dr.Eerayilset out as a lecturer at the University of Kerala, from where he also earned his PhD. Post retirement, he has been teaching MBA students at the Xavier Institute of Management, affiliated to the Pondicherry University. Dr.Earayil is the co-author, along with criminologist James Vadackumchery, of Police and Society, which takes a critical look at the societal perceptions about the performance of the police force. Dr.Earayil is the recipient of the President’s Medal for distinguished service (2007).

Former Principal Secretary (Revenue), Kerala

Smt. K.B. ValsalaKumari IAS, former Principal Secretary (Revenue), Kerala, is known for the creative initiatives to clean up the banks of the River Pamba and the transformative role she played as Executive Director, Kudumbashree Mission, a four-million strong women’s empowerment initiative of the Government of Kerala. As District Collector, Pathanamthitta, she took the lead to form the Sabarimala Sanitation Society (SSS), to undertake a massive sanitisation and drinking water supply programme at the hill shrine visited by millions of pilgrims every year. Helming the Kudumbashree, she helped transform the movement into one focused on micro-level entrepreneurship and innovative development initiatives in agriculture, solid waste management, branded retail and various other areas.


A. Hemachandran IPS

Former Director General of Police, Kerala

A.Hemachandran, a chemical engineering graduate, joined the Kerala cadre of IPS in 1986. Had a stint at SVP National Police Academy as Deputy Director and held different positions in the Kerala Police holding charge of Law and Order, Intelligence, Vigilance, Crime Branch and Administration and Training. He also held the post of Transport Commissioner, Chairman and Managing Director of Kerala State Road Transport Corporation (KSRTC), and Director General, Fire and Rescue Services. Hemachandran played a key role in the drafting of the new Kerala Police Act, promotion of police-public relations, police reforms, etc,. Hemachandran is a firm believer and advocate of ethical dimensions of leadership, issues of justice through democratic process, etc,. He has been actively associated with guiding candidates for the Civil Service Examinations in general and Personality Test in particular for several years. He is the recipient of the President’s Police Medal for Meritorious Service and President’s Police Medal for Ditinguished Service.

Vinson M. Paul IPS

Former DGP & Chief Information Commissioner, Kerala

Vinson M. Paul, IPS, former Director General of Police (Vigilance and Anti-Corruption) and former Chief Information Commissioner, Kerala, is a police officer noted for his integrity and unwavering commitment to the service of the people. An officer of the 1984 batch of the Indian Police Service (IPS), he had served in different capacities in the State police force, both in the executive and administrative branches. While in charge of the Crime Branch, he had led the investigations into some of the most sensational criminal cases in the State over the past two decades with admirable efficiency and commitment to the truth. He had also served as Managing Director of the Kerala Police Housing Construction Corporation (KPHCC). On retirement, he was appointed Information Commissioner, Kerala, and went on to become Chief Information Commissioner.
